TRANSFORMATION OF THE BOULEVARD

THIRD NATURE and COWI have made a feasibility study for the City of Copenhagen, highlighting the possibilities and consequences of establishing a traffic tunnel below Åboulevarden, with new climate-oriented urban spaces on top. In the feasibility study we address some of the big challenges facing Copenhagen, unearthing whether an economically and technically feasible solution can be found and, if so, how a solution can be designed to maximize the benefits in terms of quality of urban spaces, overall traffic management and cloud burst strategies.

Åboulevarden possesses a fantastic potential to recreate some of the original urban and architectural qualities around the boulevard while simultaneously making space for nature and securing cloudburst water management to name a few. Additionally, the urban district of of Bispeengbuen has an exceptional potential for rethinking the area with plenty of nature, recreation and possibly even new buildings. In isolation, we regard the project as one of the most important transformations of the existing Copenhagen cityscape and as a strong expression for the continued development of the city.

FEASIBLE, LIVEABLE & LOVABLE
Åboulevard and the surrounding area has undergone significant urban development through the past 100 years with a singular focus on motorized traffic – happening at the expense of city life and the health of the population.

Today the area around Åboulevard is strongly affected by the boulevard’s function as a traffic gateway into downtown Copenhagen and the Frederiksberg area; daily, 55,000-60,000 cars pass. Åboulevard is not experienced as a place for people, but primarily by its inclination towards vehicular traffic, confronting pedestrians with noise, smog and high speeds. The experience is further enhanced by the surrounding buildings not being in clear relation to the boulevard itself, but rather being cut off behind noise screens, fencing and plant barriers which face Åboulevard and not the built context.

These conditions implement a physical manifestation of the municipal border between Frederiksborg and Copenhagen – instead of being an active cityscape that offers recreation and participation. With its basis in the prerequisites and bindings of the task, THIRD NATURE and COWI has described possible strategies and scenarios for a transformation of Åboulevard. The scenarios are developed with regards to showing a broad spectrum of feasible solutions, resulting in three general scenarios in which varying technical solutions are combined.

As the majority of the current traffic on Åboulevard is through-going, a tunnel would notably enhance the access to and from inner-city Copenhagen as well as providing the opportunity for establishing attractive urban spaces with significantly less traffic on the surface.

LEVERAGE FOR A GREENER CITY
The project combines the climate adaptation strategies of the Copenhagen Municipality with the development of city’s blue-green structure, furthermore investigating how the climate adaptation strategies can be used as part of the larger infrastructural network of Copenhagen.

Future rainwater management, traffic optimization and urban development must act as lever for a greener city with an emphasis on thinking in multi-purpose solutions. Åboulevard is to offer natural meeting spots for the citizens of the city, as well as inviting for recreation and physical activities while letting the city nature play a key part in the climate adaptation of the city itself.

The investigation inscribes itself in the continued development that the capital city is undergoing; from industrial and harbor city into a leading and modern sustainable metropolis for the people inhabiting it.

The whole of the harbor transformation with its contemporary wants for the modern city, along with the smaller scale developments of Vester Voldgade and Sønder Boulevard has proven how this type of  transformation creates attractive city parts, creates value for the city and benefits inhabitants and visitors alike.

The vision for the transformation of Åboulevard is based on a all-inclusive approach where the traffic, tunnel, creek and climate adaptation, city life, urban nature and habitation is conjoined for the benefit of both the Copenhagen and Frederiksberg municipalities.

The spatial potential for a transformation of Åboulevard is large. It corresponds to an area the size of 16 football fields which are potentially given back to the life of the city. There are opportunities of freeing up 115,000 m2 of area – resembling the Botanical Gardens in size – available for re-disposition with climate adaptation, recreation and pedestrians as its main focus. It will potentially create a new, active transition between Copenhagen and Frederiksberg, where open streams of water and green climate protection will enter as defining identities of sunny plazas and urban spaces, adjusted to the living.[/half_last]

NEW LOCAL URBAN SPACES
With the transformation, Åboulevarden can be the backbone of a whole new urban space structure on the border between Frederiksberg and Copenhagen, where the design of the urban space should appear as a characteristic and thorough story.

The area around Åboulevard consists today of a variety of different neighborhoods, each with its own character and character. The preliminary study has worked extensively with the transformation taking into account the local identities and potentials found in the immediate area. With the removal of a significant number of cars from the surface, as well as optimization of coated surfaces, a microclimate can be ensured that contributes to a significantly lusher nature and a better urban life.

 An optimization of this is ensured through a strong urban, planting and environmental strategy that will contribute to the filtering of air particles and pollution. Climate adaptation becomes an active and visible part of the surface of the urban space, where the weather’s interchangeability can be read in the urban spaces – and where the water forms an identity-bearing element in the urban space and creates new stories and experiences about our cities in change.

 

SØPAVILIONEN
As a green portal to the city, the area around Søpavilionen could be transformed from being a wide, heavily plated and densified traffic space to becoming a distinctive and prominent new urban space.
The new green urban area connects the lakes in one continuous process, where the lushness of Sankt Jørgens Sø is involved in the establishment of a new green and recreational suburb of Copenhagen.

 

ÅPARKEN
By the conversion of Åboulevard, the removal of lanes will mean that the carrons along Ågade and Bispeengbuen will allow for green proprietors, which will create a soaring edge zone between the built and the green. The park is designed to handle a cloudfall situation where it can fill up to 10,000 m³ of water.
As a further fire protection, the cloudbreaker basin encircles a violence that ensures that the low-lying properties on Frederiksberg to the south are not flooded. Every day, Åpark will maintain and enhance its recreational possibilities and qualities, where better accessibility and visibility across Åboulevard opens it towards the city.

 

KU LIFE / FALKONÉR ALLÉ / JAGTVEJ
The area at the KU LIFE University of Copenhagen is intended as an extension and strengthening of the green path that today runs across Nørrebro and Frederiksberg.

The University’s garden is almost hinged today, and by conversion it will be possible to obtain greater accessibility and synergies by the south of Åboulevard with the university garden expanding and opening towards Åboulevard.

This allows the lushness and life of the garden to become part of a new urban space and pedestrians as well as cyclists along the Åboulevard will get the experience of moving through a lush park and garden where the remaining car traffic on the surface is settled in two directions along the north buildings.

The proximity to a number of schools, including Nørrebro Park School, Blågårdsskole and the University of Copenhagen invite you to create the foundation for the creation of learning waterscapes and elements in the urban area. Parts of the existing garden at the University of Copenhagen could be used as a fireburning pool

 

 

BISPEENGEN
The area around Bispeengbuen is today to the northeast characterized by four 12-storey residential blocks at Lundtoftegade from the 1970s. In connection with the Telefonhuset, they stand with their scale and free standing character in contrast to the classic more closed carrés that adjoin Nørrebro Park on the other side of Lundtoftegade.

To the south of Frederiksberg, the settlement consists primarily of older females, where the urban structure consists of both closed and open residential trees. By descending the Bispeeng building, a larger area on the border between Nørrebro and Frederiksberg will be released, which will allow for better bonding through an urban transformation.

Where the raised six-track road today represents a barrier, the preliminary study has been working on spatial development of the areas on both sides of Bispeengen. This link can take place through a new building, which forms part of the longitudinal recreational band at Åboulevard in 5-6 floors, constituting approx. 65.000m2.

Alternatively, the area around Bispeengen can be freitholded for building and creating a new green area. This will rightly give the name Bispeengen a new meaning.

 

RANTZAUSGADE
A transformation of the area at Rantzausgade and Worsaaesvej could be a blue-green oasis with south-facing facades along Åboulevard, will be obvious as active urban spaces with city life unfolding on the recreational surfaces and edges along the stream.

The development of Rantzausgade as commercial and strøggade is enhanced by being connected to Nuuks Plads at one end and a new space on Åboulevard in the opposite.
