CITY CENTER CLOUDBURST STRATEGY

H.C. Andersens Boulevard Extreme weather condition

TREDJE NATUR has created a vision for stormwater management in Copenhagen’s city center, which is currently under development in collaboration with Frederiksberg Municipality. The task at hand is to design the stormwater management infrastructure which will make Copenhagen and Frederiksberg adaptable and robust to major stormwater events.

Project information
Responsible partners: Ole Schrøder and Flemming Rafn Thomsen
Design Team: Kristina Madsen, Sofie Mandrup Andreassen, and Christian Kuczynski
Location: City center, Copenhagen
Client: HOFOR and Copenhagen Municipality
Project period: 2013
Type: Visionary presentation
Assignment type: Commission

‘We must do something because cloudbursts will hit us more and more often in the future. We are ready to present the three first concrete plans, which will protect residents and business owners from flooding. I think we should prioritize the creation of new recreational areas instead of solving the problem with underground pipes. It is important that the residents of Copenhagen have a say in which solutions are implemented’. «
-Technical & Environmental Mayor, Ayer Baykal.

The sewage pipes cannot hold the extreme amounts of water which fall during a cloudburst, and we must therefore create a connected network of stormwater boulevard’s, green ditches, open channels or underground pipes to lead the rainwater around the sewer system, where it cannot destroy anything, for example the harbor, lakes, or green areas.
In the stormwater management plan, the city is split into eight water catchment areas for which there are separate proposals for managing stormwater. The plans for the three catchment areas – City Center, Vesterbro/Ladegårds Å and Østerbro are currently under public hearing before the final political agreements can be made in the Fall of 2013.

H.C. Andersens Boulevard hverdagsregn

TREDJE NATURE proposes to expand the green, blue and soft infrastructure so that pedestrians and cyclists will have more room on H.C Andersens Boulevard, Grønningen, and the Esplanade. Instead of using money on underground solutions, open, visible solutions for small, and large rain events can lead water to the harbor. When there is no rain, the designs will appear nature-like and biodiverse, while also
providing opportunities for recreation. Bicycle paths will be thought into the design, thereby improve on the sustainable transportation profile in Copenhagen. Optimization of public spaces can make space for technical installations which can clean the particles produced by cars from the air and rainwater, by using mulch layers, filters, and a composition of different plants.

LAR, LUR og LIR!
TREDJE NATUR’s approach calls for the use of LIR solutions in the city. The concept of LAR (local water diversion) indicates that we see rainwater as a problem that needs to be diverted. We wish to talk about rainwater with a positive attitude, by accentuating its potential as a recreational quality and a useful resource in the city. The goal is to create a city which is in water balance, where water is experienced as a unique natural phenomenon

that adds to excitement in the daily life of its citizens. LUR (local usage of rainwater) and LIR (local identity, integration, and innovation through rainwater). Water is the basis of all life, and it must be lead, collected and used throughout the city as experiential and functional elements. The danish strategy for climate adaptation includes growth potentials for the  welfare model and is known around the world.

NEVER SOLVE ONE THING AT A TIME!
Climate changes and the requirements for the creation of cities to for the needs of people’s everyday lives- require one, collective solution. The challenges of climate change are a wake-up call. Environment issues are more visible in the recent years

because of a growing understanding that the effects resource usage are widespread and cause irreversible changes in our environment. Visibility and knowledge has caused mobilization around these issues. This momentum must be captured.

The plan is in hearing at the moment and is being addressed at a public meeting. Read more here. (Link in Danish)
